wishing to promote acceptance of and accession to this Agreement by WTO Members which are not Parties to this Agreement, it may, for a solution satisfactory to both Parties, have recourse to the provisions of the Agreement on Dispute Settlement Rules and Procedures (hereinafter referred to as the “Dispute Settlement Agreement”). Contracting Parties, including their contracting entities referred to in Annexes 2 or 3, shall be invited to publish their notices free of charge by electronic means through a central access point. A procuring entity shall make available to suppliers tender documents containing all the information necessary to enable suppliers to produce and submit responsive tenders. The rules of procedure applicable to all disputes shall be recorded in writing and made accessible to all. These deadlines, including any extension of the deadline, shall be the same for all interested or participating suppliers.
